The police are in a "damned if you do, damned if you don't" situation here.
If they had not shot at this guy, and it turned out that he was a terrorist, what then?
Take a minute and think about what the officer who shot him is going through. Believe it or not, peace officers do have feelings, and often times something like this will affect them the rest of their lives. It doesn't matter if what the officer did was justified, believe me, he's paying a price. It's one of those things that if you haven't experienced it, I don't think you can know what he's going through. I don't know anyone who takes shooting someone lightly.
