I have to agree with you Cheryl, once the US knows who was responsible, and I mean really knows, not just suspects they know, it is Absolutely Imperative for the armed forces to strike hard and finish the job. Think of how history has unfolded in the past 50 years and how pulling back without throwing a knock-out punch has affected world history:

World War II, the US and it's allies push the nazis back out of Western Europe and march to Berlin. When they get there, they find the Russian forces taking pieces of Germany and denying their own "allies" access. The Allies, careful to not upset their powerful "Friend" stand back and stand down...This ends up in the partitioning of Europe with the Russians closing off their sections as Societ Satellites thus beginning the Cold War, while the Allies open their's to democracy and freedom. Action to stop the obvious land grab would have save countless people from the horrors of the Russian's Misguided version of Communism;

The Korean War, the UN forces, still realling from WW II, take up a police action and put extreme limits on who can attack what. Being hamstrung, the UN forces could do nothing against the Red tide, fighting under no such restrictions. A winning mandate would have stopped the spread of the Chinese misguided version of Communism from spreading to all of South East Asia and would have saved millions of lives;

Vietnam, still a sore spot for many. Once again, a much too limited mandate left many of the soldiers frustrated, knowing that the war could be won much more wuickly if only they could attack the targets that needed to be attacked. Instead, in an effort to stave off Chinese involvement...and we all know they were already involved, they armed forces couldn't follow the Viet Cong forces past a certain point. The whole conflict could have been over much sooner had the forces of "Freedom" been given a mandate to win. This would have saved millions of lives in South-East Asia since it allowed Pol Pot numerous others to have free reign in killing millions of people, knowing the US and the rest of the world would do nothing;

The Middle East, US forces play a political role instead of a military role and it ends up costing hundreds of lives as the Arab and Palestinian factions gleefully pick them off with truck bombs while they sleep. They should have either been there to help win the conflict or been at home;

The Gulf War, while a stunning victory for the US and it's allies, Canada Included (we sent our fighters to help with the bombing campaign), the victory was a hollow one. Stopping short of taking out the head of the snake left the body the chance to regrow it's lost bits. Saddam was left in control and the problem will not go away. I'm sure the US military brass are still shaking their heads at the HUGE mistake of not finishing the job.

Rwanda, Millions of innocent people died, despite the UN's presence. Canada's own Romeo Dalaire was the general in charge of the UN forces and he was told to hold back. He pleaded with the UN to let his forces do what needed to be done to save the lives of Millions of people who were being hacked and burned and shot to death for no other reason than for the heritage of their birth. He practically cried when told that he was to do nothing. Again, allowing the armed thugs to have free reign to kill innocent citizens;

Yugoslavia, Kosovo, and the rest ...this one was a very touchy affair with the Russians poised to aid the Sebians, should the US get too deeply involved, there was not too much that anyone could do but sit back and let the carnage continue...However, more could have been done to save the lives of Hundreds of thousands of innocent lives.
The list could continue to cover many other conflicts and wars, but I thik the point has been made. The US NEEDS to find the responsible parties and then march in to where ever they are hiding, telling
whatever country is responsible to
stand down or be wiped out, and take out the entire faction! Nothing should stand in the way, and the offending faction
MUST be
COMPLETELY taken out . History must be allowed to teach it's lessons or the cost of human lives and human suffering will continue and will only get worse.
