I perplex easily. So 17 years and then you ask a rhetorical question. Was this one of those Hitchhiker's Guide to the Universe thingee's where the knowledge of the question and answer simultaneously is mutually exclusive.
I mean clearly Peter John Peters was or is a man with parents or parent with spectacularly uncreative souls since the only combination of letters they could devise for a first name were those of his last name.

No points for Chris, who should have googled this villain and then lied, pretending that he knew all along - I would have and Mig always does!
Sue owes all 100 points each, apart from Mig who is buried beneath a dining table at the moment so couldn't collect them, for being obsessed with Bernadette and missing the whole point of the question
50 points for SJLC for liking Steve as well, sadly though a major deduction of 50 points has to be made. Why am I interested? Well I'm not really but just happened to be drinking tea and TV was on when this documentary started about ths man who went on the rampage killed 2 raped one robbed, threatened and stole was just an unbelievable week of terror. But grabbed me also because his first victim was taken to St Mikes in Toronto, well Mig goes there for her Remicade and takes her Mum there for dyalysis too I think. She took me to see it. There were other Toronto locations I recognised that Mig had shown or taken me to see too, so was sort of interested in that.
He is one of Canada's most notorious, he terrified the ontario province (Or is it a territory?) for a week
So only points winners are Steve and oh yes........Steve......ahaaaa
