DOn't know what that means. Seems to be a generalized statement that has little relevance. If you judge by me and early hip pain and early radiologoical changes you would say it is accurate.

Other with serious AS progression may have had no hip fusion or as in my mother's case very limited in the way of radiological changes but AS manifesting in other ways.

I wouldn't use the presence of absence of hip pain or radiological changes in that area as the determining factor in assessing my or anyone's AS.
