Anyone know if tapioca syrup has starch?

Just saw Trader Joe's has these delicious looking taffy candies - no where is any starch listed, no vegetable oils - could these things be safe? The first ingredient is tapioca syrup, and there is about 30 g Total Carbohydrate and only 15 g sugar, with 0 g fiber - would that mean the other 15g are starch?

Enzymes and heat are applied to starches to convert them to syrup (high fructose) through hydrolysis. Depending on the quality of the process, all or most of the starch can be converted to syrup. So, the tapioca syrup should be starch free.

AS symptoms started 1991. Official dx in 2006 with HLA-B27+, fused SIJ, bone spurs in back, extreme rib/hip pain, and other family with SpA. Started Enbrel in 2006 with good results, but stopped in 2010 due to nerve damage (MS) from it. Now getting good results with no-starch diet.
